Dallas utility crews continue to work on a broken water main that turned a Dallas street into a giant wave pool Monday morning.

The pipeline failed near the corner of White Rock Road and Lawther Drive, flooding roads and catching drivers and neighbors off-guard.

City officials said the 2800 block of White Rock Road between Winstead Drive and West Lawther Drive would remain closed for at least one to two days. Temporary detours are being implemented.

Dallas Water Utility crews will work nonstop until repairs are complete.

The cause of the failure is not yet known.

The water has receded from Winsted Drive, but silt remains from the flood waters. A water-line shows just how high the water got before the city could shut off the tap to Dallas' third-largest pipeline.

Lynn Meyer cleaned up and hosed off his driveway after a wild wakeup call from police at his door. Officers warned Meyer about the nearby 7-foot pipeline burst that was flooding his garage.

"The garage was wet, the inside of the car was wet," Meyer said. "It got higher in the backyard, where this guy's car is."

The driver of a once-submerged Honda said he was heading to work at the hospital, but never made it. He couldn't see that water was covering the raod because that area of Winsted Drive does not have streetlights, he said. Like others, he had to wade out in waist-deep water.

"The second gentleman tried to drive out at 5 a.m.," Monica Ferguson. "It was still dark, not realizing. He obviously stopped when his car died."

"It looked like this place was all flooded," said a 6-year-old girl, saying nearby ducks liked it.

"They flew in and then they swimmed," she said.

"It was like a lake, like a river flowing down this way," said Winsted Apartment resident Crystal Szoelloesi.

It took crews more than two hours to isolate the problem in the pipeline, which flows from Jim Miller Road in South Dallas all the way to Belt Line Road in Addison.

"It's a very important pipeline of ours," said Randy Payton, Dallas Water Utilities assistant manager.

Payton said Dallas has other lines and water in reserve, so the break didn't affect customers.

Experts said hot dry weather, Texas soil and an aging infrastructure can be blamed for water main breaks.

"The heat of the summer this time of year pulls moisture out of the soils, causes them to shift, the brittle pipes can't move with the soils so they break," said Devon Tiner, Fort Worth Branch of the American Society of Civil Engineers president.

Rachel Hayden, president of the Dallas branch, said she expects to see more water main breaks.

"It's going to happen no matter what," she said. "You want to try and get out and replace those pipelines earlier before they break, because the disruption to your population is damaging."

Water crews said the line that broke Monday was more than 30 years old. Four water main lines broke last week as summer temperatures began rising in North Texas.

Police are investigating the sexual assault of a woman who was attacked near her gated community in Uptown Dallas.

The woman was attacked near her gated townhome community across the street from Griggs Park in the 2100 block of Clark Street at about 1 a.m. Saturday.

Uptown thrives on young professionals who relish being able to walk all hours of the day and night to many of the shops, restaurants and bars in the area. Its populace is on high alert after the attack.

JoAnna Peters, who lives along Clark Street, said she is more cautious, especially at night.

"I went out last night and ... you do keep a little bit more aware of what's going on around you a bit," she said.

Dallas police said the victim in Saturday's attack was able to awaken several neighbors by screaming and banging on their doors.

A woman who did not want to be identified said her daughter helped.

"I think my daughter handled it wonderfully," she said. "She was able to help, but now I think it's setting in. I think it makes her nervous. I think she's a little nervous about it."

Residents said an abandoned home next the gated area where the attack occurred concerns them, saying it is a perfect place for an ambush. The home's windows are boarded up but the house remains insecure.

The Dallas Police Department has not released a description of the attacker.

The management company for the townhomes and apartments has issued a letter warning residents to take precautions.

Peters said she would walk her dogs with friends at night and carry personal protection, something she wasn't thinking about a week ago.

"I'm used to walking around here at night and not thinking about that anything like that at all," she said. "Knowing that just happened on our street is pretty scary. [I] definitely lost a little bit of confidence in the neighborhood."

Doctors are seeing a spike in a virus that targets children.

Hand, foot and mouth disease, which usually affects infants and children under than 5, is most common during the summer months.

Melanie Melugin, of Frisco, said her daughter, who is almost 2, got it last week. Her fever spiked and a doctor found sores in her mouth.

"It is a terrible virus," Melugin said. "There is nothing you can do about it but wait it out."

Hand, foot and mouth disease is an intestinal virus that can be spread by unwashed hands. The virus causes red spots and water blisters on the palms of hands, soles of feet and the mouth.

It is not treatable by antibiotics.

Melugin said she quickly discovered her daughter wasn't alone when she posted about the virus on Facebook. Several of her friends said their children also had it, as well as some parents.

She made her daughter always washed her hands and tried to limit her contact with her brother, who did not contract it.

A week later, all is well at home.

"[I'm] very, very relieved because now she is back to her happy self," Melugin said.

Man, Woman Found Dead in Grand Prairie Home

The Grand Prairie Police Department is investigating the deaths of two people.

Grand Prairie police received a hang up 911 call early Monday night.

Officers responded to the call at a home on the 900 block of Alspaugh Lane and forced their way in, police said.

Police said they found a man and a woman, both in their 60s, dead from apparent gunshot wounds.

The Dallas County Medical Examiner identified the female as 60-year-old Donna Sanford of Grand Prarie, who lived in the home. No official cause of death was revealed. The male victim has not yet been identified.

Man Surrenders After Hours on High 5 Ledge

The Dallas Police Department spent hours talking a man off the ledge of the High Five interchange Monday afternoon.

Dallas police received a call about a man on a ledge of Interstate 635 and U.S. Highway 75 at about 1:30 p.m., police said. The man was threatening to take his own life.

Officers blocked off all of the streets and ramps leading to the man's location, police said. Officers made contact with the man and called for a negotiator.

The negotiation lasted three and a half hours until the man, whose identity has not been released, surrendered.

All roadways in the area opened soon after the man's surrender.

The man was transported to Medical City Hospital for medical evaluation.

Possible Injuries in Dallas Fire

Dallas Fire-Rescue is working on containing a 1-alarm fire at a home on 10100 Faircrest Drive.

There are no confirmed reports of any injuries, but firefighters requested two ambulances at the scene. Initial reports said a person may be trapped in the home.

The fire looks to be in the garage of the home, at the rear of the building. Homes in the neighborhood have an alleyway that allow vehicles to park in garages located at the back of the house.

The house is in the Lake Highlands neighborhood near Royal Lane and Interstate 635.

Officer Opens Fire After Dog Jumps From Car Window

An officer shot and killed a Southern California man's dog after it jumped from an open car window and lunged at officers who were taking the Rottweiler's owner into custody on suspicion of interfering with a SWAT stand-off.

Police arrested Leon Rosby, 52, near the scene of the SWAT stand-off in Hawthorne, about 15 miles southwest of downtown Los Angeles. Rosby was walking his Rottweiler, Max, and recording the stand-off with armed robbers on his cell phone camera.

"I never meant my dog to be killed and shot like that," Rosby said Tuesday. "He wasn't just shot. He was executed."

A statement from the Hawthorne Police Department detailed his alleged interference: "This interference included loud, distracting music (from the individual's vehicle), and his intentional walking within close proximity to armed officers, while holding an 80-pound Rottweiler on a long leash-line," the statement said.

The video, posted on YouTube (Warning: Disturbing Content), showed Rosby walking his dog along a sidewalk and recording officers on his cell phone. Another man who was also apparently recording the police incident was standing just a few feet away from Rosby, but he was not approached by officers.

Officers stared at Rosby for several seconds and began walking toward him. Rosby placed his dog into his car and, as officers approached, turned around and put his hands behind his back.

Rosby can be heard saying something about civil rights.

"They had asked me why am I there?" Rosby later told NBC4. "And I said I was filming them so that no one's civil rights were being violated."

The officers handcuffed him and the dog began barking out of one of the car's open windows. The dog jumped out and barked at the officers.

One of the officers reached toward the dog several times, apparently trying to grab its leash. The dog lunged at him and he fired four shots at the dog.

The Hawthorne Police Department statement continued, "Fearing that the attacking Rottweiler would imminently bite the officer(s), one officer fired his duty weapon several times, striking and killing the dog."

The dog fell to the ground, yelping and writhing in the street. The animal's owner, still handcuffed, cried out and his legs buckled.

Michael Gulden, Rosby's attorney, said his client was targeted because he had a pending lawsuit against the Hawthorne Police Department. Rosby alleged that police beat him without cause.

"We'll be amending the complaint to include another excessive force action as well," Gulden said.

Procession for Slain Sheriff's Deputy

The funeral for Sgt. Lance McLean, the Hood County Sheriff's Deputy fatally shot in Granbury Friday, was held in Hico Tuesday morning.

McLean was shot in the head by Ricky McCommas after he responded to a disturbance call at the Granbury home. McCommas, who under threat of criminal trespass was warned to stay away from the home, was there confronting a teenage girl who accused him of sexual assault.

When McLean arrived, McCommas pulled out a gun and shot him, witnessess said.  McCommas then fled the scene before getting into a shootout with law enforcement near Granbury town square. McCommas was shot and killed by police in that exchange of gunfire.

McLean, a husband and father of two special needs children, was hospitalized in Fort Worth. He died from his injuries at 11:45 a.m. Saturday at John Peter Smith Hospital. 

"He was one of the best. The very best," said Hood County Sheriff Roger Deeds.

Granbury police officer Chad Davis is recovering from an injured shoulder and bullet fragments in one knee after being shot in the shootout near Granbury town square. Davis was released from the hospital on Monday.

Three people, including a child and a pregnant woman, were shot in Fort Worth on Monday.

Fort Worth police have arrested a man in connection with a fatal shooting that killed four people Monday night, including an unborn child.

According to police, Chanice Renee Reed, 21, Annette Carroll Reed, 39 and Eddie McCuin, 10, were shot at about 6:15 p.m. on the 2900 block of Pate Drive. 

All three of the victims were taken to different hospitals for treatment, including Chanice Reed who was 32-34 weeks pregnant.  Doctors were unable to save any of the victims, including Reed's unborn child.

Fort Worth police have arrested 22-year-old Amos Wells in connection with the shooting and have charged him with capital murder.  Wells is currently being held on a $2 million bond after turning himself in to police.

Family members of the victims said Wells is the boyfriend of Chanice Reed as well as the father of her unborn child. They struggle to understand how someone they've known for so long is now accused of killing four of their family members.

"How could you? How could you take away innocent lives like that?" said family member Monique Myers.

Myers said she just talked with her cousin Chanice on Monday about Amos Wells, her on-again, off-again boyfriend.

"She told me he was controlling.  He didn't like her being with her own family.  I talked to her and said, 'Chanice, leave him,'" Myers said, who added that she never thought the couple's problems would end with a deadly shooting.

The victim's family told NBC 5 that Wells shot Chanice's mom, Ann, in the yard before confronting and shooting her at the front door. Afterward, family members said he killed Ann's youngest child, Eddie McCuin.

"He just shot her point blank, because she was in the door, went into the room and shot my cousin, Eddie, three times," Myers said.  "You're going to have a child yourself.  For you to kill the mom, mother of your child, her brother, you don't have a heart.  It's going to be a cold day in hell."

NBC 5 was there as tension flared as Monique and several other family members crossed the police barricade and ran to the family's home. 

"At that time, we didn't know anything.  We just took off running," said mother Shauna Myers-Berry.

The scuffle with police got Shauna's son and other daughter arrested for assault and interfering with officers guarding the crime scene. 

"The only thing we were thinking, don't stop us, tell us what's going on," Monique Myers said. 

They now know in an instant, they've gone from planning a baby shower to planning four funerals. 

"You love a person, you're not supposed to hurt them. That's not the way, just not the way," said Shauna Myers-Berry.

Police reports show Jermey Myers, 20, was arrested for assaulting an officer and Kalie Myers, 18, was arrested for interfering with police duties for impeding officers trying to guard the crime scene.

The FBI is joining an investigation after Saginaw police say a child's body was found dead underneath a tarp.

The FBI is joining an investigation after police say a child's body was found underneath a tarp on a Saginaw Street Monday night.

Neighborhood children discovered the tarp in the middle of the street near Roundrock Drive and Cindy Lane and thought it was garbage. When they lifted the tarp, they said they found a young girl's body.

"At first, I just thought it was some rubber stuff at first, and then I got a closer look and all I saw was a bag and I saw some hair sticking out and so, I was like, 'Oh my God! It's a girl!' And that's when I dropped to my knees and just started crying," said 18-year-old John Smith.

Witnesses said the girl appeared to be as young as 3 or 4-years-old, though police have not confirmed the age of the victim.

Witnesses also said the girl was naked, had her hands and feet bound together and a bag over her head.

"Every time I walk out that front door, I'm going to look over here and know I found a little girl. Someone's little girl, that's just sitting here miserable in the middle of the street dead, and her family's out there wondering where she's at," Smith said.

Saginaw police requested the Federal Bureau of Investigation assist their investigation after the body was removed. An FBI Evidence Response Team was collecting evidence and taking photographs of the crime scene early Tuesday morning.

"I was panicking. I was freaked out. How can somebody hurt a little girl?" said witness, Katie Whiddon.

Police said there are no reports of any missing children in the area.

Saginaw police officer Damon Ing said an autopsy will be performed Tuesday morning to identify the victim and learn how she was killed. Police will then provide updates with pertinent new information throughout the day.

Police are actively looking for a red pickup truck with a splash of green paint that they believe may have some connection with the case.
